NDB course in Manchester

There is a 2 day NDB course on bee behaviour being run in Manchester this September
Sounds great I thought & only a short clip down the motorway
It costs £80 for our English cousins but £225 for the haggis & potato munchers
Why is there not a UK wide subsidy on these courses?
Can someone enlighten me please

Can someone down south adopt me?

How come the Welsh are covered but not the Scott's ?
Wish I'd seen it earlier as its sold out anyway.
