Getting bees to use the super

My friend has had one colony for 3 years and they have never put anything up in the super. This year we put a couple of my drawn out super frames and a frame of brood in the super to try and get them to use the super, but they are still not using it!! We have seen bees coming through the queen excluder so that's not the problem. Please help............

Try removing the queen excluder. You have already introduced brood there - so let the queen run free. You can always move her down again later (but take care not to trap the drones).

They have 3 frames left spare in the brood box. They are a big colony. They haven't drawn anything in the supers out
